I just need the location of the paypal web address, I need to change it to www.paypal.com/au/
The US address defaults to US dollars

You can set the currency in the component options, as well as in your auction menu items.
The code that implements the PayPal button is in /components/com_bfauction_plus/views/bid/tmpl/default.php
